Si l'Union européenne est dotée par le traité de Maastricht d'une "politique étrangère et de sécurité commune", la pratique et les négociations menées depuis 1992 pour la renforcer révèlent surtout le chemin qu'il reste à parcourir pour la rendre efficiente. L'Union est aujourd'hui représentée par une présidence bicéphale et un "haut représentant" - qu'on n'a pas voulu nommer "ministre des Affaires étrangères" -, elle n'a pas de service diplomatique mais un service "pour l'action extérieure", pas d'ambassades mais des "délégations", pas d'armée mais une "politique de sécurité et de défense commune".
